Non-feasance

Non-feasance \Non-fea"sance\, n. [Pref. non- + OF. faisance a
   doing, fr. faire to do.] (Law)
   An omission or neglect to do something, esp. that which ought
   to have been done. Cf. {Malfeasance}.
